Militant urban poor group Kalipunan ng Damayang Mahihirap (Kadamay) stormed the office of the Department of Interior and Local Government (DILG) against the government’s plan of massive eviction of some 100,000 urban poor settlers living along six major waterways in Metro Manila.
According to Kadamay’s regional chapter in the National Capital Region, those affected urban poor are more than willing to stage barricades against the said flood control program of the Aquino administration unless they see a decent, secure and affordable, if not free, housing built near the communities of the affected families.
"We have launched several barricades last year to defend our homes, and we will do it again this time as long as the government denies us our rights for decent housing and easy access to employment and livelihood," said Lea Valencia, Kadamay-NCR secretary-general.
The P10-B flood control project is said to be implemented before the start of the rainy season this June by the DILG, the Department of Public Works and Highway and the Metro Manila Development Authority.
Other groups including Kilusang Mayong Uno, Anakpawis Partylist and other urban poor organizations under Alyansa Kontra Demolisyon also joined today’s protest. Protesters staged a human barricade outside the DILG office as a symbol to the urban poor’s fierce resistance against massive demolitions under the Aquino administration.
Mar Roxas Building (MRB)
According to Carlito Badion, Kadamay national secretary-general, the medium-rise building which he also called “Mar Roxas Building’ should be free, or at least very affordable, for the informal settlers.
"Baka mga negosyong pabahay din lang ang itatayo ng gubyerno para sa mga taga-tabing estero," Badion added citing that the MRBs should not be similar to the existing medium-rise housings built and operated by the National Housing Authority.
The Aquino government has a track record of violent demolition and relocation of urban poor settlers to far-flung relocation sites that lack access of livelihood and employment opportunities, according to Kadamay. One reason why they doubt if the planned in-city housing program is real.
Badion added, “Regular employment should also be part of the relocation package, for the lack of which has forced the urban to live in areas considered by the government as danger zones.”
Real cause of flooding
Kadamay also reiterated that it’s not the urban poor living along waterways who are behind the recent floods in Metro Manila.
"The real culprit is the deforestation of mountain ranges surrounding the metro due to rampant illegal quarrying and logging operations under the Aquino administration,
Among the 20,000 families in the priority list of the government’s relocation program are those living along San Juan River, Manggahan Floodway, Estero Tripa de Galina, Maricaban Creek, Tullahan River and Pasig River.###

Malawakang demolisyon sa tabing estero, bibiguin ng mga maralita -- Kadamay
Nagprotesta ngayong umaga ang grupong Kalipunan ng Damayang Mahihirap o Kadamay sa labas ng opisina ng Department of Interior and Local Government upang kondenahin ang planong malawakang pagpapalayas sa mahigit 100,000 maralitang nakatira sa tabing estero sa Metro Manila bago magsimula ang tag-ulan sa buwan ng Hunyo.
Ayon sa pangrehiyong balangay ng Kadamay sa National Capital Region, nakahandang muling magbarikada ang mga maralitang apektado ng nasabing flood-control program ng administrasyong Aquino. Ito umano ay hangga't wala silang nakikitang konkretong pabahay na itinatayo ang gubyerno malapit sa kanilang mga komunidad. P10 bilyon ang halaga ng proyekto na ipatutupad ng DILG, Department of Public Works and Highway at ang Metro Manila Development Authority.
Kasama sa protesta ngayong umaga ang mga grupong Kilusang Mayo Uno, Anakpawis Partylist at iba pang samahan ng maralita sa ilalim ng Alyansa Kontra Demolisyon. Naglunsad sila ng isang human barricade na simbolo umano ng kanilang paglaban sa planong massive relocation ng administrasyong Aquino.
Mar Roxas Building (MRB)
Ayon kay Carlito Badion, national secretary-general ng Kadamay, dapat ay libre o kaya'y abot-kaya ng mga maralita ang bayad sakaling ilipat sila sa planong MRB ng gubyerno na tinatawag pa nitong mga 'Mar Roxas Buliding.' Wala rin umanong ipinagkaiba ang mga ito sa iba medium-rise housing ng National Housing Authority na nililisan ng mga maralita dahil sa wala silang pambayad.
Track record din umano ng administrasyong Aquino ang pagbibigay ng mga relokasyong malayo sa kabuhayan at trabaho ng mga maralita, ayon sa grupo kaya't malaki ang kanilang pagdududa kung maipapatupad ng gubyerno ang mga in-city at onsite relocation para sa mga nakatira sa tabing estero.
Dagdag pa ni Badion, "Sa halip na pagkakitaan ang mga maralitang maliit ang kinikita, na siyang dahilan kung bakit napipilitan silang tumira sa mga peligrosong lugar, dapat ding lumikha ang gubyerno ng mga trabaho para sa milyun-milyong maralita sa Metro Manila."
Sanhi ng pagbaha
Muli ring pinunto ng Kadamay na hindi maralita ang nasa likod ng sunud-sunod na pagbaha sa Metro Manila, kundi ang deforestation ng mga nakapaligid ditong kabundukan dulot ng walang habas na pagmimina at illegal logging sa ilalim ng administrasyong Aquino.
Kasama sa 20,000 pamilyang prayoridad ng gubyernong palayasin ay ang mga nakatira sa tabi ng San Juan River, Manggahan Floodway, Estero Tripa de Galina, Maricaban Creek, Tullahan River at Pasig River.###
